Who do you tell if your boss isn’t following company policies?

My CEO has become a stickler for saving to the point that he scrutinizes everyones’ expense sheets himself. Fair enough! The problem is: in an effort to save, he’s been ignoring company policies (and cheating employees out of money).

Who should this be reported to? What’s the most professional way to handle it?
